Responsibilities and requirements
Job description:
Scope of tasks performed in the position: 1) coordination, preparation and conduct of public procurement proceedings to enable the implementation of necessary construction works and purchase of supplies and services in accordance with the provisions of the public procurement law, 2) administration of the website of the Municipal Office in Nasielsk in the part concerning public procurement in order to make available the information necessary for contractors to join the proceedings, 3) participation in the work of tender commissions, 4) verification of the content of the provisions of the contract that are important for the parties, which will be introduced into the content of the contract, general terms and conditions or model contract, attached to the application for the preparation and conduct of a public procurement procedure, 5) cooperation and advice to the organizational units of the City Office in Nasielsk in the application of procedures for public procurement, 6) cooperation in the preparation of draft internal regulations on public procurement, 7) providing controlling bodies with information on public procurement procedures conducted by the Department, 8) preparation of reports on contracts awarded within statutory deadlines, 9) preparation and transfer of documentation to the Company Archives in accordance with applicable regulations, 10) maintaining a register of public procurement and public procurement contracts, 1 1) coordination of activities for the implementation of the Municipality Development Strategy and other planning documents for the development of the Municipality of Nasielsk, 12) participation in analyzing the possibility of obtaining external funding by the Municipality of Nasielsk, 13) current service to the public in the field of tasks performed, 14) handling of the department's correspondence concerning matters related to the post, 15) operating a computer and photocopying on their own, 16) performance of tasks and activities ordered by the Mayor, Secretary and Department Head.
Other requirements:
Essential requirements: 1) Polish citizenship, possession of full legal capacity and enjoyment of full public rights, 2) Possession of a state of health allowing employment at the given position, 3) min. secondary education, 4) professional experience of 5 years of work, 5) no criminal record for crimes committed intentionally, 6) good repute, 7) knowledge and ability to apply: (a) the Law of June 14, 1960.

- Public Procurement Law (Journal of Laws of 2024, item 1320, as amended), (d) the Law of August 27, 2009 on Public Finance '(Journal of Laws of 2025, item 1483 as amended). Additional requirements: 1) preferred education (direction, specialty): bachelor's or master's degree in administration, economics, management or postgraduate studies in public procurement law, 2) professional experience of at least 2 years in conducting public procurement proceedings on the side of the contracting authority and working in local government, 3) knowledge and ability to apply: the Clerical Instruction, the Law of November 21, 2008 on local government employees, the Organizational Regulations of the Nasielsk City Office, the Statute of the Nasielsk Municipality, administrative procedures, 4) computer literacy in terms of office packages (Word, Excel, Microsoft Office, OpenOffice), 5) operation of purchasing/electronic platforms (e-Procurement), 6) responsibility, conscientiousness, regularity, self-reliance, organizational sense, communication skills, availability, resistance to stress, 7) ability to deal with stressful situations.
