Job description:
GENERAL SCOPE OF BASIC RESPONSIBILITIES: 1. overseeing the management of personnel and payroll matters of the employees of the Office, 2. overseeing the organization of internships for the unemployed, student and graduate internships, 3. overseeing the implementation of tasks related to recruitment for vacant official and managerial positions in the Office, and overseeing the management of matters related to recruitment for auxiliary and service positions and replacements, 4. implementation of tasks related to recruitment for vacant managerial official positions of directors of subordinate units, 5. supervision of the implementation of preparatory service for newly hired employees, 6. coordination of tasks related to periodic evaluation of employees of the Office, 7. conducting training policy for employees of the Office, 8. planning and supervision of the implementation of the Department's procurement plan, 9. supervising the calculation and payment of contributions to social security, health insurance, Labor Fund, PFRON, PPK, 10. supervising the preparation of lists of payments and transfers of granted benefits from the Company's Social Benefits Fund, 11. overseeing the management of matters relating to group insurance for employees of the Office, 12. supervising the preparation of reports and analyses, including for the Central Statistical Office, Social Insurance Institution, Tax Office, etc. from the scope of the subordinate Department, 13. supervision of financial services for individuals who are not employees of the Office (awards, stipends and others) and settlement of accounts of civil law contracts concluded by the Office with individuals, 14. performing other tasks ordered by the immediate supervisor, all activities directly related to the tasks described in the above items or necessary for their performance and other tasks assigned by the Immediate Supervisor, including performance of tasks involving knowledge of regulations and laws:

Other requirements: ESSENTIAL REQUIREMENTS: 1. education: higher education, field of study: law, administration, psychology, economics, human resource management. 2. seniority: 5 years. 3. experience: min. 3 years of work experience in a managerial position and min. 2 years of experience in personnel services in public finance sector units. 4. knowledge of regulations and laws: - Labor Code, - On local government employees, - On the metropolitan union in the Silesian province, - On provincial self-government, - On public finances, - On the protection of personal data, - Regulations on the remuneration of local government employees, - Knowledge of the provisions of labor law, social insurance, sickness benefits, tax law, the Company Social Benefits Fund and other implementing regulations in this regard. 5. Polish citizenship or citizenship of a European Union country other than Poland or of another country whose citizens, on the basis of international agreements or provisions of Community law, have the right to take up employment in the territory of the Republic of Poland if he/she has knowledge of the Polish language confirmed by a document specified in the regulations on civil service. 6. full legal capacity and enjoyment of full public rights. 7. no conviction by a final court sentence for an intentional crime prosecuted by public indictment or an intentional fiscal crime. 8. no criminal conviction for prohibition to perform managerial functions related to the disposal of public funds. 9. undisputed reputation. 10. other: high personal culture, very good organization of work, communicativeness, accuracy, self-reliance, responsibility, resistance to stress, discretion in connection with access to sensitive data and information, and ability to work in a team. ADDITIONAL REQUIREMENTS: 1. additional qualifications confirmed by diplomas/certificates/certificates: (a) training in: labor law in local government units, public procurement, public finance, b) knowledge of personnel and payroll systems. 2. additional skills: (a) ability to manage a team, b) ability to clearly communicate and build relationships, (c) ability to negotiate and mediate, (d) ability to manage projects/change
