Job description:
Scope of tasks performed in the position (Public Procurement Department): 1) Substantive support and coordination of matters related to the preparation and conduct of public procurement proceedings based on the Public Procurement Law (preparation of all procurement documents, publication of notices and their amendments, participation in the examination and evaluation of bids, coordination of the conclusion of contracts, including their annexes, keeping minutes of proceedings) 2) Preparation and updating of public procurement plans 3) Preparation of annual reports on awarded public contracts 4) Support of substantive departments in their proceedings for the award of contracts, the value of which is less than PLN 170, 000. 00 (with regard to investment tasks or tasks subsidized from external funds, comprehensive preparation and conduct of these proceedings) 5) Providing explanations to controllers in the framework of public procurement control 6) Providing substantive assistance to organizational units in the preparation and conduct of proceedings for the award of public contracts Full text of the announcement at: https: //bip. powiat. bielsko. pl/9274/dokument/109159
Other requirements:
Essential requirements: 1) higher education 2) a minimum of 3 years of work experience related to the conduct of proceedings based on the Law of September 11, 2019. Public Procurement Law (on the side of the Employer), 3) full legal capacity and enjoyment of full public rights; 4) no conviction by a final court sentence for an intentional crime prosecuted by public indictment or an intentional fiscal crime; 5) Good repute; 6) proficiency in the following legal acts: 1. the Law of September 11, 2019. Public Procurement Law and implementing acts to the aforementioned Law.
- Ordinance of the Minister of Development, Labor and Technology of December 23, 2020, on subjective means of proof and other documents or statements that may be demanded by the contracting authority from the contractor ;
- Ordinance of the Prime Minister of December 30, 2020, on the manner of preparing and transmitting information and technical requirements for electronic documents and means of electronic communication in a public procurement procedure or competition;
- Ordinance of the Minister of Development and Technology, dated December 20, 2021, on determining the methods and bases for preparing the investor's cost estimate, calculating the planned costs of design works and the planned costs of construction works specified in the functional-utility program ;
