Job description:
Implementation of tasks arising from the Law of August 27, 2009 on public finances and tasks arising from the Regulation of the Minister of Finance of September 4, 2015 on internal audit and information on the work and results of the audit, including in particular: 1. conducting an internal audit and presenting conclusions, 2. drawing up an annual audit plan, 3. preparing reports on audit tasks, as well as the annual report on the conduct of internal audit, 4. carrying out activities to verify the degree of implementation of the recommendations contained in the report, 5. carrying out advisory activities aimed at improving the functioning of the entity, 6. documenting the course and results of the audit and maintaining files. 7. performing other activities and supporting tasks ordered by the President or Director of the District Court in Dąbrowa Górnicza. Other requirements: Essential requirements: 1. higher education and a master's degree obtained, 2. citizenship of a Member State of the European Union or another country whose citizens, on the basis of international agreements or provisions of Community law, have the right to take up employment in the territory of the Republic of Poland, 3. full legal capacity and enjoyment of full public rights, 4. no criminal record for a crime or fiscal offence, 5. qualification to conduct internal audit: a. one of the certificates: Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), Certified Information Systems Auditor (CISA), Association of Chartered Certified Accountants (ACCA), Certified Fraud Examiner (CFE), Certification in Control Self Assessment (CCSA), Certified Financial Services Auditor (CFSA) or Chartered Financial Analyst (CFA) or b. successfully passed examination for internal auditor before the Examination Board appointed by the Minister of Finance between 2003 and 2006, or c. certification as a certified public accountant, or d. two years of practice in the field of internal audit and possession of a diploma of completion of postgraduate studies in the field of internal audit, issued by an organizational unit which, on the date of issuance of the diploma, was authorized, in accordance with separate laws, to confer a doctoral degree in economic or legal sciences. The practice in the field of internal audit referred to in paragraph 1(5)(d) of the Law on Public Finance is considered to be the performance, documented by the head of the entity, of activities, with a working time of not less than 0.5 FTE, related to: conducting an internal audit under the supervision of an internal auditor; performance of activities in the field of auditing the management of funds from the budget of the European Union and non-reimbursable funds from assistance provided by member states of the European Free Trade Agreement (EFTA), as referred to in the Law of November 16, 2016. on the National Fiscal Administration, supervising or performing inspection activities referred to in the Act of December 23, 1994 on the Supreme Audit Office. 6. completed clerical internship in a court or prosecutor's office, or meets the conditions for exemption from internship referred to in Article 3 paragraph 3 or Article 3a paragraph 2 of the Law of 18.12.1998 on employees of courts and prosecutor's office, 7. knowledge of office work techniques, including very good computer skills of MS Office package (Excel, Word), 8. health condition allowing employment in the above position, 9. an undisputed reputation, 10. there must be no proceedings against the candidate for a crime prosecuted by public indictment or a fiscal crime. Additional requirements: 1. work experience in the judiciary, prosecutor's office or public administration, 2. knowledge of standards of financial control and internal audit, risk estimation, public finance, public administration, 3. knowledge of the Law of September 11, 2019 on public procurement, 4. knowledge of the Law of September 29, 1994 on accounting, 5. knowledge of SAWA, SAP and Electronic Document Management, 6. ability to organize work well, 7. responsibility, reliability, communication skills, 8. ability to work in a team, 9. high level of personal culture, 10. resistance to stress. The competition consists of three stages: I stage preliminary selection of candidates' applications in terms of meeting the formal requirements for entering the competition, II stage practical test of knowledge, III stage interview with selected candidates. Additional information: The District Court in Dąbrowa Górnicza reserves the right to cancel the competition without stating the reason and to select candidates who will be invited to the next stages of the competition. The list of candidates qualified for the second stage of the competition will be posted on the website: www.dabrowag.sr.gov.pl Public Information Bulletin in the tab Work at the Court, at least 7 days before its commencement. Providing information to the public in the manner described above is the primary means of notifying the candidate of the place, date and time of the next stages of the competition. Persons who have not been qualified for the second stage of the competition or its further stages may apply for receipt of the submitted documents at the Human Resources Department of the local court by telephone (tel. 32 295 94 55) within one month of the competition's outcome. After the above deadline, the documents will be destroyed by commission. The District Court in Dąbrowa Górnicza informs that in the month preceding the date of publication of the announcement, the employment rate of disabled persons in the unit, within the meaning of the regulations on professional and social rehabilitation and employment of disabled persons, is below 6%. Therefore, priority in employment will be given to a disabled person, provided that he meets the requirements specified for the vacant position.
